Las Vegas Adopts New Reporting Requirements for Pet Stores
Posted: Friday, November 20, 2009, 1:07 p.m. EST

Las Vegas Adopts New Reporting Requirements for Pet StoresThe Las Vegas City Council has adopted new reporting requirements for city pet shops as part of a mandatory spay/neuter bill.

The measure, approved on Nov. 18 by a vote of 5-2, will require Las Vegas pet shops to provide the city with the following information on a quarterly basis:

  • The name and residence address of cat and dog buyers.
    .
  • The address of the location where the dog or cat will reside, if not the same as the buyer’s residence.
    .
  • The breed and approximate age of the animal.
    .
  • A description of the animal.

Failure to comply with the requirements will be grounds for a nonrenewal of, or disciplinary action against, a business license.

These requirements are aimed at assisting the city in enforcing a mandatory spay and neuter provision that is included in the same measure.

As adopted, Bill No. 2009-44 will require animals over 4 months old to be spayed or neutered, except under specified circumstances, such as the animal is held by a person with a fancier’s permit or if the pet is medically unsuited for the procedure.

“This is not targeted at the responsible pet owner,” bill sponsor Councilman Steven Ross said during the council meeting. “This is to give our officers the ability to do what needs to be done in this community to address the issue of animal overpopulation.”

The bill also requires the microchipping of dogs and cats before they can be recovered from impound or adopted.

The measure goes into effect April 1, 2010. <HOME>

How is this not going to target responsible pet owners? As the other comment already stated, removing the reproductive organs is not only elective surgery that comes with the risks of any major surgery, the removal of the hormones is also known to cause health and behavioral problems. Everybody has been brainwashed about the benefits of removing those hormones, so if those hormones are so bad for companion animals, why is it such common practice to replace those same hormones if they are lacking in the human animal? The politicians who have voted for this have definetely shown with their vote that they do not care about the welfare of the individual animal, they do not believe in the United States Constitution as this ordinance clearly violates our constitutional rights and they also have not done their research as far as the effectiveness or the lack thereof of similar ordinances in other cities.

The pet industry needs to challenge this ordinance in court. This is a horrific breach of privacy and will definitely impact adversely (which it is most certainly designed to do!) their businesses. To require them to report their customers to the government is absolutely a breach of constitutional rights of the customers and completely interferes in free commerce. This is disgusting!

Excuse me - but HOW does this NOT target the responsible pet owner? Those who are "irresponsible" won't spend the money to go to a pet shop. Invading the personal homes of any pet owner is against US principles. Get real!
The intent - whether you realize it or not - is to eventually eradicate the bond between humans and ALL animals!
Do some research - study after study has proved that early castration and hysterectomy are unhealthy, cause multiple problems down line, and actually INCREASE behavior problems!
Ask H$U$ WHAT they do with all their money? It's NOT to help ANY animal!!! Ask them about the dogs they "lost" after Katrina! Ask them about their connection to terrorists!
